J. C. McDowell, shown far left, and J. O. Kilgore, shown far right, presented four Jacksonville men with notification that they had been named lieutenant colonels on the staff of Governor John Patterson March 26, 1962. The four men were Ernest Stone, superintendent of city schools, Dr. Houston Cole, president of Jacksonville State College, Solon Glover, college business manager, and Ray Hartwell, Jr. (not pictured).
